I think that this article explain why the bilingual schools in Madrid are bad (in general). It are the program with more budget??, but it doesn't work, in general teachers don't be qualified (if I teached English in a bilingual school!!!) and it's more important the number of biligual school than what children learn. There are some good school and good teachers, but it isn't common. Shaserim
